As it is the case the Basic Scores for Placement (YEP) according to Transition from Basic Education to Secondary Education was made public on June 29, 2015. Later petitions were received by the Ministry of National Education from parents who said while calculating the scores the authorities had erroneously calculated the scores for students who were exempt from religious courses. Our Directorate General for Calculations and Exam Services has made the necessary studies and investigation regarding the petitions.

According to Article 24 of the Turkish Constitution of 1982 religious lessons are compulsory in primary and secondary education.  However, the Turkish Education Board has taken up the issue and the Presidency of the Education High Board has ruled that students of Jewish and Christian origin who are citizens of the Turkish Republic should be exempt from religion classes according to a ruling dated July 9, 1990.  After this ruling students who fall into this category have been exempt from religion classes following the written application of their families.

Our Ministry has ordered all schools involved in the Transition from Basic Education to Secondary Education to enter the facts about their students through the “e-okul” (e-school) system as of October 10, 2014.  So the scores of students were calculated and announced on June 29, 2015 according to such information provided by the schools. However, the facts about 519 students who were exempt from religion classes were not enlisted in the system on time because of late entries in the e-okul system thus this was not reflected in their scores. After receiving the petitions the scores of the students were recalculated with speed and their final scores were placed in the system as of 9 p.m. There calculation of the scores of the 519 students has in no way affected the results and placings of the 1 million 287 thousand and 428 students whose scores were announced on June 29, 2015.

We respectfully inform the public.
