Here are the highlights of statements of Minister of National Education Nabi Avcı:

 

More than 10 ten thousand teachers are to be appointment in February

 “We have already started evaluating the need for teaches in every city by considering recent appointments and possible retirements. It is required to have an appointment permit in the Budget Law as the appointments are carried out in line with law. But still we have permission to appoint 10 thousand teachers in February as the Ministry of Finance allowed us to use 37 thousand of appointments of 47 thousand appointments allocated to our ministry for this year. But, I can say that we are preparing to appoint more than 10 thousand teachers.…  We will be able to make appointments that would make candidates who are expecting to be appointed happy.”

 

 Teachers who are going to be appointed in February shall receive in-service training”

 “We are working on 4 month long in-service training for newly appointed teachers by senior experienced teachers on basic job skills such as how to establish relationship with the students, how and when to respond to students’ questions, preparation for class, how to teach specific lessons, assessment of knowledge etc.  In this light, our teachers who are going to be appointed in February shall not be sent directly to schools to teach before they receive this planned training. Then, the summer holiday shall begin. During this period, these teachers will participate in the summer in-service training programs where they will have the opportunity to get to know their new environment; this period can be called as orientation, too. Teachers who are going to teach children whose mother tongue is Kurdish should learn at least some basic words in Kurdish in order to have conversation with children who do not know Turkish or who know only few words in Turkish. The in-service training shall provide that ability, this is our goal and this is what we are working on.” 

 

Senior teachers shall come to the class, too

“The reason why we refrained from making appointments last February was the condition urging teachers to begin duty in 45 days’ time.  If a teacher intends to take health report, then comes the summer holiday. Due to these reasons, newly appointed teachers will be accompanied by most senior teachers of the city in March, April, May and June.

We believe that young teachers shall learn from senior teachers how to teach basic lessons, how to maintain relationships with students, how to prepare for the class, how to give tests to children, how to assess the knowledge of students during this four month long training period.

In other words, teachers who are going to be appointed in February shall receive such training, they also receive in-service like other teachers during summer and orientation about their new environment they are going to work and they even learn some basic information that will allow them to have dialogue with students whose mother tongue is Kurdish.


FATİH project is not just a software project

“Unlike what others presume or claim, the FATİH Project is not only a software project. Of course, it is software but it also foresees distribution of computers, tablets, interactive boards and new education technologies that will be used in the classroom. The software is only the frame of the project.

At the moment, we are distributing tablets to students and we will continue to do so, since now we have distributed 1.5 million tablets, if Allah permits we will open a bid for purchasing 10 million 600 thousand computers that shall be distributed to students in four years’ time. Majority of these computers shall be locally produced. This is our perspective. As you see, the software is just a part of a whole project.  

 

EIN, the biggest education portal of the World 

“Actually, the FATİH is a project about content and EIN is an education information network. In other words, EIN is the essence of the FATİH project. Teachers and students have 24 hour long access to the portal which includes hundreds of thousands of training material. It is the World’s largest education network including educational materials produced by the Directorate General of Innovation and Education Technologies since 2012; translations and adaptations of selected samples from the World, products by the Turkish Radio and Television Institute and private companies as well as the Scientific and Technological Research Council of Turkey (TUBİTAK). 

This portal provides variety of educational materials which are needed by primary, secondary and high school students and even teachers. In other words, our teachers from different branches, no matter if they are teaching religion culture, physics, chemistry or literature, can enter this portal to see video samples, lessons samples, previously prepared tests, homework, thousands, hundreds of thousands of visual materials…”

 

“There is no other classroom like that in the whole World”

“We are establishing studios offering high quality techniques which is similar to the one in the Directorate General of Innovation and Education Technologies in 13 other centers. Our teachers will have the opportunity to produce educational materials by displaying their teaching skills with more qualified visions by using professional equipment. They are also receiving training about these techniques.

First training was held in Mersin 2 months ago where we trained more than a thousand teachers how to prepare visual training material, how to do studio and video shoots, graphic designs. We will continue to give these trainings in other cities. As I said before, we are establishing 13 new studios in 13 regions and our teachers will turn their original classroom teaching methods into visual training material.

In other words, there is no other example of such a classroom in the whole world, if a student could not understand the lesson, he or she has a 24 hour long access to the classroom in the portal.  


“2,5 million students attended the supplementary courses last year”

“We initiated free supplementary and makeup courses last year. They are held on weekends and they are free, all of our students can participate in these courses providing lessons on mathematics, physics, chemistry and even physical training. Last year, 2.5 million students attended these courses, this year this figure rose to 3.5 million and we are expecting this figure to reach 4 million by the end of this week.” 


“Tablet computers distributed to students do not allow entrance to unfavorable sites”

“Students are not allowed to enter unfavorable, explicit sites with internet access at home, in the class or at school with the computers or tablets that we have distributed as these tablets are programmed to access only educational sites and there are filters preventing entrance to undesired sites.”

 

“There are more than 21 thousand sample tests in EIN portal”

“The new school year just began but we already started to hear that people are collecting money to purchase supplementary books in some schools without our knowledge, we did not permit this. I once more like to tell our parents, teachers and principals that they should not allow students to buy supplementary books. All they need as a supplementary training material already exists in EIN. All teachers and all students have their EIN passwords; they will see hundreds, thousands of materials, due to this reason we cannot hide behind the excuse of not being able to find enough information. They have no right to say that; school books are distributed at the beginning of school year but these text books are not enough and that’s why we need supplementary text books. Your text books are efficient, if you need exam samples with answers, here they are at the EIN portal. There are more than 21 thousand sample tests in the portal and 50 thousand more samples are going to be uploaded. Our teachers are uploading questions that they have asked in the classroom, too. I said there are 21 thousand samples but maybe this figure already rose to 22 thousand already as our teachers are making contributions to this section of the portal.” 


“We have already fulfilled the requirements of the verdict of the Constitutional Court”

“The verdict of the Constitutional Court is wrongly presented by some circles. The essence of the verdict says: Develop after school educational opportunities more; this is what we get from the decision of the Constitutional Court. So, what do we do? If after school educational courses means providing supplementary courses or educational material to children when the courses at school is not enough, then we provide supplementary courses. If this is not enough, here is the Education Information Network including thousands of training material, sample tests and exams which is open to the accession of students during day and night. In other words, we have already fulfilled the requirements demanded in line with the verdict of the Constitutional Court and we are determined to do so in the future. This is not all, look we are already making an effort to fill the vacuum created by private teaching institutions. In the past, questions that would be only answered by students going to private teaching institutions after school were asked at the exams. This was made in order to legalize these private teaching institutions. These questions were asked at the Placement Tests and University Entrance Exams.  Our goal with the Transition from Primary to Secondary Education Exam (TEOG) is not asking questions that would only be answered by students who have learned certain test techniques. How? By asking questions about the courses thought in the classroom by our teachers. So, we are asking questions based on the objective of the lessons.” 


“There is no reason for student benefiting from EIN to be unsuccessful”

“It is the same for university and university entrance exams. We will ask questions about what is learned in the classroom during the university entrance exams. Due to this reason, more than 100 of our teachers are contributing to the questions previously prepared by academicians.  As a part of our agreement with the Student Selection and Placement Center (ÖSYM), our high school teachers who work in our schools and know that is taught in the classroom will work in the team preparing the university entrance exams. In this light, any student no matter what grade he or she is could be able to answer the questions if this student attends his or her classes. Let’s say he or she needs support and then he or she can enter EIN for supplementary classes and educational material. So, there is no reason for a student who benefits from EIN to be unsuccessful in the exams.”


Appointment of spouses within the city

“We have prioritized appointment of teachers according to the residence of their spouse especially for the last three years. We do not want any of our teachers to work unhappily as they are away from their spouse or children. Almost all of our married teachers are appointed to the same city where their spouses are living. Of course, there is the possibility of not providing this due to distances of their work places. For example, there are some districts in Konya which are 150 kilometers away from the city center. We ask provincial and district directors who have a good command of distances between the districts and city center to bring these families together.”
